Question marks appearing in Translation from VTT file

When adding a German translation file to a Rise video I am getting question marks appearing where non-english characters are.

Hi Dave,
I am sorry your video's closed captions aren't displaying correctly. I did a quick test on my side, and it worked fine.
Here is a screenshot of my test:
I can see that you have already contacted our support engineers, and Dexter is working with you. I hope we get to the bottom of this soon.
