We're not seeing this issue being reported by our other users, so there's a chance that the behavior you're experiencing is either specific to your installation or project file. I'd like to ask a few questions to help clarify your experience: 

• Are you able to replicate the behavior on a new Storyline 360 project file?
• Does doing a repair of your Storyline 360 installation help address the behavior?
• Is your project file saved locally when you attempt to preview or publish it?
