Hello Jason! Thanks for reaching out! What you are you experiencing is expected behavior based on our documentation:
Unlike other Storyline objects, the beginning and ending of a cursor’s movement is controlled by the timeline, not the appearance and disappearance of the cursor itself.
This community post provides a workaround you might find useful.
