I could reproduce your problem - it seems to be a problem with Storyline 3.74 + loading "Adaptive" Video + Review 360

• you should modify the publish setting for video from "Adaptive" to "Static"

or/and

• update to SL 3.76 - the "loading (adaptive) video" bug is fixed with this SL version
