Thanks for reaching out! Your observation is correct. Currently, in Storyline 360, you can add and customize mouse cursors for individual slides, but there isn't a built-in feature to set a default mouse cursor that automatically applies to all slides in a project.
I informed our product team about your feedback so they can see whether this feature can be added in a future Storyline release. We'll let you know if there are any changes that might help.
