We have documentation on best practices for high-quality images in Storyline 360! Here's the link. Most importantly, adjusting compression settings is how to keep the file size small.
In regards to shapes and buttons, we recommend using what is best for your course because the file size isn't greatly impacted when choosing one or the other.
