What's "new content"?
One could say that all content is repurposed. Well, unless it's about an actual discovery that no one has spoken or written about yet.
Or, I suppose, one might say content is "new" if it's been reworked enough to avoid plagiarism and copyright violations.
IMHO, the question an ID needs to answer is "What will help folks meet the learning and business objectives?" So, for example, if a SME has already written excellent instructions, I see nothing wrong with reusing them word for word (assuming you have permission). If they can be made interactive, especially in a way that helps show the process, all the better.
Also, given typical time and budget constraints, it makes sense to reuse content where appropriate.
Whatever you call what an ID does with the content, it should only happen after a thorough needs analysis determines the appropriate approach(es) for meeting the learning and business objectives.
