Sorry. The Articulate products are development, or authoring tools. What you are describing is delivery, or management functions. For that you need a delivery or management tool, like a learning management system (LMS). Explain it to your team lead this way: Articulate is the publisher that prints books (designs lessons), but to get them to the bookstores (learners), you have to have a trucking company (delivery or management system). You may have to pay both of them, but you can't expect a printer to carry books around. Likewise, you can't expect a development tool to deliver learning.
