Results Page - FAIL is prompting User to e-Sign Completion

I have built an exam that has specific questions as critical fails and if they miss those questions it will route them to the results page.   The LMS though is letting them sign off completion when ...

The LMS tracking is based off of one of the above not all of the above so one of them is meeting the criteria and marking complete if you just want the score to mark complete then only use that tracking
