RISE - Resume where user left off, but for a public accessible course which does not require login
Neither Storyline nor Rise can resume where someone left off when a course is distributed on a website. Without an LMS/LRS, there's no place for the software to store the data needed to resume a course.
Since no scoring/tracking is needed, I suggest you use unrestricted navigation. That will let folks access whatever they want whenever they need it.

Thanks for your support on this. My apologies I may not have fully explained my clients requirements well enough. There is no need for grading or tracking the users' progress, but each user has to see section of the course, in order, without jumping forward, to finally get to the link to get their certificate of completion. So using unrestricted navigation will not be an option. Good suggestion though.
I do get a different result than you might have with Storyline with the "resume" function. If I create a Storyline course, publish for the web, run the course either from my local hard drive or a generic web server, and then return to the course after running it once, it does prompt me on whether I want to resume where I left off or replay from the beginning. That same behavior does not happen if I run a RISE course locally or off a generic web server. I believe when using Storyline it store the "resume" data in the browser's cache/history in some way.

In my experience, the resume function sometimes works and sometimes doesn't for a web course. I think it depends on the browser and its settings. In short, it's not something I'd rely on.
