Rise 360 Custom Blocks Responsive
The custom blocks are not responsive. Like Storyline, they only enlarge or shrink to fit the current browser window.
There is no workaround to make them responsive the way other Rise blocks are.
If most of your audience will be viewing the content on phones, one option is to adjust the blocks you want so the canvas is vertical. In other words, create a tall, "portrait" layout. Of course, that will leave a lot of space on the sides when viewed in a "landscape" mode. But at least the content will be legible.

I was excited to see the custom blocks feature in Rise, but it is a shame that the output is not responsive. Many of my clients require responsive courses, but are asking for more customization. Hopefully, this will be corrected in the next upgrade.
