It seems to be on screens that are landscape. It's showing on the white part of the screen and not on the actual image.
It seems that the red dot is part of the image.
The dot looks awfully similar to a click of the Paintbrush tool in Photoshop.
Thanks for the information. Would it be ok to share with me the file you used as your Cover Photo?
