Rise or Storyline?
The way I see it, Rise is great for its ease of use and its mobile-friendly, responsive output. But it's "easier" than Storyline because it's more limited than Storyline.
For courses about using an app, Storyline has a big advantage: recording screens and inserting them as videos, as well as View Mode Step-by-Step slides, Try Mode Step-by-Step slides, and Test Mode Step-by-Step slides.

You could always have the 'best of both worlds', and embed your Storyline system simulations in your Rise course.

I wouldn't consider that the "best of both worlds." If the main content is the simulation, I think it just adds complexity to the process to publish it to Review so it can be put it into a Storyline block in Rise—a block that won't be responsive and won't be able to resume where the user left off if they exit before finishing.
