Hi, Zane,
You can disable the Next button when the timeline starts, and then enable it with triggers on the Consequences bases.
FYI: In that sort of situation, I typically use a T/F variable in the condition that disables Next. That is, the trigger will only disable Next if the variable = False. Then adjust the variable to True when the interaction is done. That prevents the Next button from being disabled again if the user returns to the slide.
