No lazy design here, Doug! The actual battle is between:
- The high expectations we all have for our content to remember everything about the state of the learner's attempt when they suspended it, including the learner’s responses, navigation history, object states, variable values, interaction results, and more.
- A 21-year-old standard that never imagined us wanting to send so much suspend_data to the LMS.
You're absolutely correct in identifying SCORM 2004, xAPI, and cmi5 as the solution(s). Thanks for helping out!
