I wanted to share an article that explains how to track multiple completion criteria (such as a pre-check / post-check):

I also recommend that you test your project with SCORM Cloud. Check out this step-by-step article!

If it works as expected in SCORM Cloud, I advise you to reach out to Success Factors for troubleshooting and information on their preferred options. 

If you still see the same behavior in SCORM Cloud, my recommendation would be to open a support case here, so we can take a closer look at your settings.
