Thanks for reaching and sharing that your learners aren't resuming properly in Moodle.
Was this course published for SCORM 1.2? You may want to try publishing this for SCORM 2004 which has a higher suspend data limit, you can find more details about this here.
You can also try testing this at SCORM Cloud which is an industry standard for testing SCORM content.
