That's a tricky one. For troubleshooting purposes try recording a camtasia video using the built-in microphone on your laptop (I'm assuming you are using a laptop in this instance).
If the audio quality is equally crappy in Camtasia using this method you now know what the issue is. Storyline is using the wrong microphone. How to fix this is another story - I can't find infio on how to choose which recording device is used in Storyline).
