Please also add a scroll panel from left to right, so not just from top to bottom.

Thanks for voting for the scrolling panel feature request, Caca! I've informed our product team of your need and additional comments. We'll let you know once this feature is added to Storyline.
In case you still need this feature, If you group your scroll bar with another object, then you can rotate it. You can also format your text to be 90 or 270 degrees rotated (on the Text Box tab).
I agree that it should be a built in feature though. Scroll bars are already hard to design, it shouldn't require extra layers of manipulation.
