Scrolling Panel + Layers

Thanks for reaching out! I understand you are working with a scrolling panel on your base layer, and it is visible when adding a new layer to your Storyline project.
I can confirm that andrewmcleannz did not share their file with us within a support case. As my colleague Eric shared earlier, I agree that taking a closer look at your file would be helpful. You can share a copy of your .story file with us in this thread or privately in a support case so we can investigate this further!

Yes! It was a super simple solution. In Storyline, before you publish, make sure all of your scrolling panes are at the top. Apparently, if they aren't reset to the top before you publish, it breaks their behavior.
