You have to post jobs with complete details and intructions. This is important so that interested providers will know and understand the project/job that they will be doing.
When there are actually people that have already bid on your projects, you can check their profiles and see their ratings and feedback - this is also important to know that they can be trusted. It's very annoying and a waste of time when they just leave you when the project is not yet done. It is also important to hire people who already have a number of completed jobs and also try to ask for their portfolios.
