I appreciate you reaching out and sharing what you would like to see.
Once your project is published the first time, the settings will hold for any subsequent publishing of the same project.
If I understand you correctly, you would like to pre-define this option in Storyline for all of your project files. I've submitted this feature request on your behalf. I wanted to share some information about how we manage these feature requests, which may be helpful.
