Setting for Layers is Broken
I just downloaded the new version of Articulate today. I am finding when you hit settings for any of the layers, it does not pop up.
I'm trying to make sure a layer doesn't make other layers disap...
I know it's been a year, but I am having the same issue. I cannot open Layer settings, across all windows, I have checked. Redocking did not fix the issue, nor did updating, restarting Storyline, or restarting the PC.

Sorry to hear that you ran into this snag. Storyline 360 shouldn't be behaving that way. As a troubleshooting step, please try doing a repair of your Storyline 360 installation by following the instructions here:
