Slide master layers

Here's what i want to do.
Each slide must have 3 layers.
1. a base layer (for object etc)
2. Narrative text display (shown when the user has set a variable)

I came here with the same problem searching for a reasonable resolution.
It looks as though this has been an issue identified by users several years ago. Do we know if anything has been added to address this gap?
