Hi Danica. Coming 2 years late, but I just stumbled upon this thread.
We've been making exes from Storyline output for a few years now. We take the html output and compile it using 'ExeOutput for PHP'. This creates an exe file that will run standalone (it embeds a Chromium browser). You can also use their own scripting or javascript to add other functions if you wish.
Works really well, licensing is cheap (and perpetual) and the support is great.
