The Resume settings applies when a course is presented via an LMS/LRS. Storyline uses the LMS/LRS to store the data needed to suspend/resume a course.
If you're presenting a course via a website, it might sometimes resume. But you can't rely on that working, because it depends on the browser and local settings.
If the courses are in an LMS/LRS, you can test in the SCORM CLOUD. If it works in the SCORM CLOUD, then the issue is with the settings in your LMS/LRS. If not, submit a case to Articulate.
