Storyline Note Tab won't Appearing

Hi Ann, that is a bizarre one!
Have you tried going to VIEW menu in Storyline, and choosing REDOCK ALL WINDOWS?
If that doesnt work, I also note that you arent using the latest version of SL. Perhaps updating to the lastest version might help too.
