I can confirm this behavior is related to a bug in Storyline 360 that we're currently tracking. This bug causes Web Objects to be dictated last by screen readers, even if they are placed first in the Focus Order. I've linked this discussion to the bug report so we can notify you as soon as a fix is ready.
