Thanks for reaching out!
You'll want to make sure that your resources URLs are publicly accessible so they'll work properly in Review 360 and SCORM Cloud.
When testing your course locally, the network connection that the test uses is the connectivity between your computer and your organization's network. This most likely explains why the resources URL are accessible when previewing your course.
Once your course is published to Review 360 or SCORM Cloud, the resource URLs are now being accessed from a different location. If your links aren't publicly accessible, then Review 360 and SCORM Cloud will not be able to display the contents of your links properly in your published course.
