Hi Belle, yes, I can confirm that the Survey will need a results slide, and the Results slide will need to be part of the tracking for SCORM.
If the course has multiple Results pages, you can have a Results page which processes a group of Results pages. That result page is then used for tracking course completion I believe. This will stop your survey results having any impact on completion when it is completed.
There may be others with a bit more insight into this, but I think the above method will work for you.
