Storyline1: Action Fine Tuning not working?

I just did a screen recording and saved it as a "Try" video. When I go into Action Fine Tuning to adjust the beginning of the Screen Recording Action, I'm able to make the change, but when I save it...

I've spent the last hour or so on this same problem. I'm on a brand new Surface (OS 11) and I made sure all files are on the C drive. I also reinstalled Storyline 360. I have changed the beginning and end of an Action over and over and over and over and to no avail. I thought maybe the file was corrupted (because yesterday it crashed and I lost work) so I tried working on it in another file (the original that was sent to me by the client) but it didn't make an difference. Please advise. Software simulation is central to the project I'm working on and I need to be able to move my in and out points. 

On that note, I wish scrub worked in software simulations and I wish there was a cut tool like what you find in video softare.
