Text box auto-fit misbehaving

I have a text box with multiple states. I previously edited it so the text box was the right width for the localized text in both states.

After publishing the course for review, our linguist made a note that the 'hover' state had text overlapping the text box. (first image below)

I opened the file in Storyline and when I hover the mouse over the 'hover' state, I see the reported issue.
So I click 'edit states' and click the 'hover' state. I still see the issue.

So I click the text box to edit it and it snaps to the width it was supposed to be originally (second image below)! 

I am now really confused. I am seeing changes I made to text boxes not staying when published, then when I go to edit afterwards they snap back into place?

I have seen this happen when the text box is setup to auto expand width and similar for height.

Hoping I am just missing something in the concept for the autofit feature and just need to adjust my processes.

    Storyline sometimes resets state layouts. In the case of a text box set to auto-fit, locking the width or turning off auto-fit usually prevents the state from returning on hover.
