The Question Bank loads questions in the order they were created, not the order they're listed in.
Storyline has been doing this for a while.
If I add a new question to a question bank and want it to to appear at say at the beginning of the quiz, it will always load at the end of the quiz even ...

In your question bank, do you have the 'Draw questions randomly' option selected?
If you do, try disabling this option so Storyline doesn't randomly reassign the order of your questions when your course is previewed. Also, when moving questions to a different position, use the 'Move question' feature that is shown at the bottom of the screenshot to see if this works for you.
If both of these do not help, try doing a repair of your Storyline 360 installation.
