Are you scrubbing through the video or timeline, or using any of the player seekbar elements to see this? How is the video inserted (web object, from file, etc.)?
You could also test outside your LMS to see if there is any lag there. A good testing platform is SCORM Cloud (it's free and pretty easy!) and that'll help narrow down where the issue is. You could also try a few other browsers to see if the behavior is different between them.
