Top Part of Divider in Statement A Block Not Showing In Rise

While working in Rise last night, I realized that all of a sudden, the Statement A block no longer has a line above the text. It has always had a divider line above and below the text but now the top line is just gone. It's like this when I add a new Statement A block but also it has retroactively changed every statement A block in my projects. 

I have checked the settings, padding, changed the color of the background, you name to see if the issue was something due to how it's set up. But nothing is different and even the block preview image shows the divider line both above and below the text. 

Is anyone else experiencing this issue? The first screenshot below is from a published LMS Scorm package, so thankfully the Rise projects uploaded to Canvas LMS still have the original format with the line above and below:

The second screenshot comes from the same project but it's taken from the actual Rise file. I annotated the screenshot to point out the spot where the line over the text in the statement has disappeared, making the statement look like a caption without an image:
