Transferring Content to a New Team Member Without a Free Seat

Today I was asked to move content from one license holder to another.
Previously, I've done that creating a new 'admin' account, deleting the old account and I could transfer the content alongside with the Creator privilege. Simple, fast, super efficent, only one person is enough to manage that.
But with the groups, I see that procedure has changed. It requires more steps, but that's ok (at least I'm not risking with the admin privileges). However, I, as an 360 admin, cannot delete the 360 user and transfer content to the group owner. The group owner itself must do it. That's... unorthodox at least. As an admin, I have less privileges than some group manager. That shouldn't work like that. Also, I must risk that the content will entirely vanish, because those people may not necessary do everything as they should.
Can you please enable admins to delete and transfer content freely? Why so simple thing is so complicated?
