Make the graphic a single picture, instead of a group. Groups are extremely difficult to work with, especially when combined with movement, clicking, or states.

My question is "What pedagogical function does the rotation serve?" For me as a user, it just makes it much more confusing and difficult to locate the next object. And if you are going to rotate it, you must force the learner to click the petals only in order. Anything you can do to, or put on your screen is either an aid to learning, or a distractor from learning. For me, the rotation is the latter.

It not only is much easier to design and create, it also has the advantage of being learner-centric because it allows the learner to click the petals in their own order. If you have to present the questions in a specific order, put the hotspots on the layers instead of the base. Triggering hotspot for layer #2 on layer 1, etc.
