Trying to understand how this was done
Okay, maybe i'm missing something simple here, but I was looking at this design, and was trying to figure out how the top rectangles were done.

You can enter text directly in any shape. Just double click the shape, and start typing. Format the text with the usual tools in the HOME ribbon. To adjust where it appears in the shape, right click, and then select Format Shape. In that window, go to the Text Box section, and use the alignment and margins.
When you're editing states, you can insert other objects directly into the state. That's how the circle was added.
