Unable to add picture as background to Storyline slide
I've tried from a blank slide and from the slide master and either way, when I get to the Format Background dialog box, the Fill tab is active and usable but the Picture tab is greyed out. I have followed these steps to no avail:

Thanks for reaching out!
You'll need to use the 'Picture or texture fill' option in the Format Background window if you'd like to replace the white background of the slide with an image file.
