Use 'Zoom Picture' results in blurry smaller images

I am also having this issue and would like to know if there is a solution.
It's frustrating because the original image will be sharp, but then the image becomes blurry in preview if you add the Zoom Picture effect. By adding the effect, many of the original images I have in a project are no longer legible in preview unless I click to zoom.
