The Rise 360 videos you are referring to, are professionally produced in house. They aren't created with Articulate 360 authoring tools specifically. I'll open the floor to our community to share input on where they source their professional video content!
In the meantime, you may find websites like Fiverr helpful, where individuals post their available services for video production.
