Video Freezing only in LMS

I'm having a problem where a video I created in another program and imported to Articulate Storyline is freezing at the same point in my LMS. It plays fine when I preview it in Articulate ...
same problem (video stopps on 1:21) with the new storyline 3.73
same problem with the new adaptive publish (.ts) on current Chrome -> video stopps at 1:21
