I do not see the same thing when I follow the steps to reproduce the behavior. Here's a quick recording of what happens when I enable the video transcript feature while in full-screen mode. I've also attached the file I used for testing to compare results.
If you encounter the same problem with my project file, try repairing your Storyline 360 installation to see if this fixes the issue. If re-installing doesn't work, please share a copy of your project file here or in private by opening a support case. I'd like to do further testing in case the behavior is caused by a setting in the Player.
