Is anyone able to tell me if a Web export file of a Rise360 e-learning is the same as an HTML5 file?

Yes, the web export of a Rise 360 course is in HTML5 format. You'll need to make sure to upload everything included in the published output to your hosting environment for your course to display properly, not just the files that end in *.HTML.
