What is the most effective way to share a course without an LMS?

Hello hive! My company cannot commit to purchasing an LMS until 2024. Until then, I am trying to find the most efficient way of hosting learning content through our company Intranet.  I will mostly like use Rise360 as I am rapidly creating content, but I suppose Storyline isn't off the table. We have about 500 employees. For Rise360, I saw that using the sharable link was most appropriate for a small number learners - does anyone know what that means? Could I use that method for ~300-500 learners? 

If anyone out there also does not use an LMS, how do you share learning content?   THANK YOU!

PS - I know the LMS is the best way to go for tracking/data/reporting, but our budget and learning culture are no there yet.
