Why is Articulate so slow with implementing new features?

Dear moderators, 

Why is Articulate so slow with improvements and updates? Why are requested features not created after years and years of requests?
Everytime i look for a solution to a problem that I am facing someone else requested the same 4-5 years ago.
Who is the person that decideds what goes and what doesn't and how can we make that person listen to what the users want?
