Younger Characters
The more specific one's request is for certain character traits, the more likely it is that filling the request will require licensing characters from a company that focuses on that service, buying images from a stock photo agency, or even paying for a custom photo shoot.
Here are two sites that provide cut-out characters:
Note: Cut-out characters from other sources are put into Storyline via Insert > Picture (not Insert > Character).

any free stuff out there or at least VERY cheap? Asking for a friend....

These sites offer free cutout characters: Freepik, Vecteezy, Vectorstock, and paid subscriptions - see their terms for usage, license, legal. Quite a few of the biggest stock sites do offer 'cheap' subscriptions. The added bonus with a subscription is that in general the company *always check their terms* takes legal responsibility for copyright violations etc., if your usage is within their terms.

Thanks, Judy! Despite being in eLearning for a while, and doing some internet searches, I didn't know about these sites. You have the most valuable answer in this thread!

Thanks, Judy! That's very helpful.
It's very frustrating that I would have to get my boss to pay for an additional service when we are already paying for Articulate. Which should have these types of assets included...It is unacceptable that they don't.
