Sounds like you found a pretty big conflict. If they know about it now, hopefully it's on some roadmap. I don't expect disconnected surveys are an intended feature of Connected Packages.
Can I suggest you post this in the Labs group? There's a dedicated discussion for Connected Packages so they'd be another receptive audience.
