criteria for rise vs. storyline?

Sad to see/read, that in the very same moment a question is asked, theses days most people are instantly jumping to AI instead of sharing their own opinion and/or experience. 

I'm an instructional designer and a developer for any kind of learning media from germany. And when we're talking about developing an e-learning course, I'm only working with storyline. Why? Cause storyline is for the professionals! For those developers who want to create engaging and outstanding e-learnings.

Rise is nice, but nothing more than a module-system based building kit. Perfect for beginners and everyone who don't want to get into it really deep.

I know that this is maybe a controversial opinion, but it's mine, grown out of more than ten years of experience with storyline.
