Any idea how the attached type of graphics/layout would be created in Rise?

Just looks like an image on a labelled graphic interaction
Hmm, I think they are custom icons and text. The labels relate specifically to the content.
You could use Snagit and capture each item on the graphic and then place where you want on the slide to recreate the image and add interactions and such to layout.
Rise isn't exactly built for custom interactions like that. It has a number of basic types we can slightly customize, but if you want something more elaborate or bespoke, your best bet is to either create a custom code block or create the interaction in a Storyline 360 project that you then embed into the Rise course.
